What a plan manager needs to pay your NDIS invoice
A plan manager pays providers from a participant's NDIS funds and then claims that money from the NDIA. They check every invoice against the plan and the pricing rules before paying, so an invoice missing a detail sits in a queue. This guide covers what goes on a plan-managed invoice, how plan management compares with self-managed and NDIA-managed funding, and the mistakes that cause delays.

What must be on a plan-managed invoice
- Your business or trading name and ABN.
- Your NDIS registration number, if you're registered (optional otherwise).
- The participant's full name and NDIS number.
- The plan manager's name as the bill-to, and any PO or reference number they gave you.
- A unique invoice number, the issue date and the due date.
- One line per support per day: date of service, support item number, item name, quantity (hours or units), unit price and line total.
- Travel, non-face-to-face work and short notice cancellations as their own lines, with the right 2026–27 item numbers.
- GST: whether each line is GST-free, and the GST amount for any taxable line.
- Your payment details: account name, BSB and account number.

Plan-managed, self-managed or NDIA-managed?
Each part of a participant's plan is managed in one of three ways, and that decides how you get paid. Ask the participant before you start — it's usually set out in the service agreement.

A participant can have a mix — for example core supports plan-managed and capacity building NDIA-managed. Check which budget your support comes from before you invoice.
How plan managers pay you

How quickly you're paid depends on the plan manager. If an invoice is late, ask whether it was received and whether anything is missing — the answer is usually a detail from the checklist above.
GST on plan-managed invoices
Most disability supports provided under a participant's NDIS plan are GST-free under section 38-38 of the GST Act, provided the conditions are met — including a written agreement with the participant. Where GST does apply, the NDIS price limit includes it, so the GST component is 1/11 of the line total.
If you're registered for GST, make the invoice meet the ATO's tax invoice rules. If you're not, send an ordinary invoice with your ABN. The service agreement generator produces the written agreement.
Why plan-managed payments get delayed
- Addressed to the wrong party — the participant instead of the plan manager, or the wrong plan manager after a change.
- Missing NDIS numberor a participant name that doesn't match the plan.
- Price above the limit for the item, time of day or zone.
- Merged lines— several days on one line, so the plan manager can't check them against the time-of-day items.
- No funds left in the relevant budget. The budget tracker helps you and the participant see how fast funds are being used.
- Supports outside the plan dates, or support types the plan doesn't fund.
- No ABN on the invoice.

- A registered provider funded in the participant's plan to pay their providers and keep track of their budget.

- Self-managed
- The participant pays providers and claims from their plan. Prices are agreed.

- The NDIA pays registered providers directly through the myplace provider portal.

What does a plan manager need on an NDIS invoice?+
Your business name and ABN, the participant's name and NDIS number, an invoice number and date, and for each support the date of service, support item number, quantity, unit price and total — plus GST status and your bank details.
Is this different from the NDIS invoice generator?+
It's the same generator set up for plan-managed participants: the invoice is addressed to the plan manager, there's a field for a PO or participant reference, and drafts are saved separately so they don't overwrite your self-managed invoices.

Who do I send a plan-managed NDIS invoice to?+
To the participant's plan manager — usually to their accounts or invoices email address. Address the invoice to the plan manager and name the participant and their NDIS number on it, so the plan manager can match it to the right plan.
Do I need to be NDIS registered to invoice a plan manager?+
No. Plan-managed participants can use registered or unregistered providers. You do need an ABN (or a Statement by a Supplier if you're genuinely exempt), and you can't charge more than the price limit.
Do NDIS price limits apply to plan-managed invoices?+
Yes. A plan manager can't pay above the maximum price in the NDIS pricing schedule for the item, time of day and the participant's location. A line priced above the limit will be rejected or paid at the limit.
What's the PO or participant reference field for?+
Some plan managers give each participant or provider a reference number, or ask you to quote a purchase order. Putting it on the invoice helps them process it faster. Leave it blank if you haven't been given one.
How is a plan-managed invoice different from a self-managed one?+
The content is almost the same. The differences are who it's addressed to (the plan manager, not the participant), and that price limits are binding for plan-managed supports but not for self-managed ones.
